Do glow plugs have fuses?

The high current side of the glow plug system does not have a replaceable fuse from the factory. The stock system uses fusible links. Check for power at the battery side of the glow plug relay. If you have no power there you've got a blown fusible link.

Are glow plugs on all the time?

Usually glow plugs are controlled by a timer with a maximum time of 10 secs, after which it cuts off and the engine can be started, only if the engine is switched off and again on, the heater plugs will glow again for 10 secs, and this cycle will go on. But definitely not during idling.
